South America Between Economic Dependence and Political Autonomy
South America faces a historical paradox: while economic dependence persists—based on the export of raw materials (commodities), whose prices and demand lie beyond its control, and on reliance on foreign capital exposed to global market volatility—it has attained an unprecedented degree of political autonomy. This autonomy, he contends, stems from the region’s geopolitical irrelevance: since it is neither perceived as a threat nor valued as a strategic asset by major powers, the region enjoys the freedom to define its internal regimes without external interference. However, such autonomy does not translate into endogenous development. Geopolitical marginality also implies that the great powers do not invest in the region’s growth.

Latin America and the Question of Autonomy: Preliminary Reflections to Contribute to the Renewal of an Unfinished Debate
The classic paradigm of autonomy is in crisis and must be urgently rethought in light of the transformation of its four foundational pillars. At the global level, the order is no longer bipolar, but “post-Western” and “non-hegemonic,” characterized by a strategic rivalry between the United States and China. At the continental level, this creates a paradox: while a world without a dominant hegemon should open new spaces for agency, a revisionist United States has sought to reassert its sphere of influence. At the regional level, the integration project is in a “dramatic” state of “hollowing out”, which undermines the region’s capacity to act collectively. Internally, the original drivers of autonomy have been exhausted, replaced by economic reprimarisation, social polarisation, and a serious lag in scientific and technological development.
