Latin America is undergoing a periodo of democratic tension and redefinition. This democratic backsliding poses a direct challenge to political systems and highlights the urgent need to reassess the relationship between institutions and citizenship on one hand, and between representation and legitimacy on the other.

Francis succeeded in positioning the Holy See as an unsettling yet essential voice, reminding the world that politics should be an act of charity and service, not a pursuit of power. His legacy offers a compelling invitation to humanize international relations, anchoring geopolitics in compassion and the primacy of human dignity.

The Venezuelan diaspora, displaced by an authoritarian regime, exhibit distinct characteristics that facilitate their political engagement: a profound humanitarian crisis as the cause of migration, prior experience with democratic institutions, high levels of organization, and a notable ideological alignment with the current Argentine government. These factors have contributed to elevating the diaspora’s concerns within national political discourse.

Argentina lacks a structured and strategic approach to diaspora diplomacy. While other countries have institutionalized policies that actively engage their overseas communities as key actors in promoting national interests, Argentina has yet to develop a comprehensive public policy framework that formally incorporates these citizens as a legitimate component of the national project. In doing so, it risks falling behind in a field that increasingly challenges the conventional boundaries between domestic and foreign policy.

The author analyses how, in an international context marked by hyperconnectivity and narrative competition, digital diplomacy has emerged as a strategic tool for projecting soft power and enhancing international legitimacy. In this sense, Latin America, characterized by significant political, cultural, and technological diversity, faces both opportunities and challenges.

The author examines the evolution of the liberal international order (LIO) and the leading, though often under-recognized, role played by Latin American countries in shaping the foundational principles of the global human rights regime. Taking a historical and critical approach, she highlights Latin America’s contributions from the Chapultepec Conference to the San Francisco Conference, as well as the earlier signing of the American Declaration of the Rights and Duties of Man in 1948.

Latin America emerges as a paradigmatic case: despite the absence of direct interstate military threats, the armed forces have assumed a growing role in public affairs and in state agendas. They have responded to new threats such as organised crime, social unrest, and the erosion of the state’s monopoly on the legitimate use of force.

The author discusses the diversity of positions in Latin America in response to the war in Gaza, which was triggered by the Hamas terrorist attack on October 7, 2023, and the subsequent Israeli military offensive. The divisions within the region largely reflect the traditional left-right ideological spectrum, though historical ties, commercial interests, and domestic political factors also play a role.

The author discusses the growing relevance of defence policy in Latin America in the current context of political polarization, institutional fragility, and intensifying great power competition. Historically, defence policy has played a secondary role in regional debates on development and democracy. However, it now reflects—and in turn shapes—the degree of strategic autonomy exercised by Latin American states.

Based on an analysis of recent armed conflicts in Ukraine and Israel, characterized by the convergence of elements associated with fourth-, fifth-, and sixth-generation warfare, the author explores how emerging technologies have empowered non-state actors operating both legally and illegally. He argues that these actors, often more agile, flexible, and innovative than state institutions, pose significant strategic challenges for Latin American governments.

The Southern Cone evolved from a zone of unstable peace into one of stable and positive peace over the past four decades. Defence diplomacy, led by Argentina, is highlighted as a key factor in this achievement. This strategy dismantled historical tensions with Brazil and Chile and consolidated democracy and military subordination to civilian power at the national level. Regionally, it fostered cooperative mechanisms and the elimination of potential conflict scenarios.

Drawing inspiration from New Zealand’s model of openness and competitiveness, Salas advocates a strategy of “economic realism” that combines debureaucratisation, strategic alignment with global powers, and the active involvement of provincial governments in foreign trade, with the aim of integrating Argentina into global value chains in a dynamic and pragmatic manner.

China’s presence in South America reflects a long-term strategy driven by its needs for energy security and market access, beyond local political circumstances. While these projects offer investment and development opportunities, they also present governance challenges, generate socio-environmental conflicts, and raise concerns about the autonomy of recipient countries.

Given the decline of U.S. global influence and China’s growing economic presence in the region, Trump and key allies—especially Secretary of State Marco Rubio—prioritised Latin America in their foreign policy agenda. Their strategy combined support for ideologically aligned leaders, such as Javier Milei in Argentina, with the use of coercive diplomacy, tariffs, and rhetorical confrontation against adversaries such as President Lula.

Southeast Asia’s experience offers valuable lessons for Latin America regarding the design of policies and strategies to maintain autonomy and reduce external pressures. It highlights the importance of regional cooperation and coordinated international integration.

The article explores the interplay between globalisation and the processes of territorialisation and deterritorialisation, highlighting how globalisation advances through simultaneous and often contradictory movements that manifest differently in the market and at the state level. It also introduces the concept of extractive-informational capitalism (EIC) to describe a model of natural resource governance and export strategy in Latin America.

The article examines the geopolitics driven by China in Latin America and the Caribbean, as well as its strategic, political, and economic implications within an international order increasingly shaped by great power competition. It concludes that while infrastructure cooperation with China offers development opportunities, it also presents significant challenges and tensions within this competitive global environment.

The decline of U.S. engagement in Latin America and the Caribbean has enabled China to consolidate its position as the main trading partner of most countries in the region. This change has been driven by China’s systematic strategy to fill the geopolitical vacuum left by the United States—particularly in the context of the Panama Canal, which is emerging as a potential point of friction between the two powers.

U.S. foreign aid, employed as a foreign policy tool, has ultimately weakened American influence in Latin America and the Middle East/North Africa region. From Haiti to Colombia, Egypt, and the Gulf, aid is increasingly perceived as a form of coercion rather than cooperation. Within the frameworks of neoclassical realism and economic diplomacy, the authors show how national and geopolitical interests shape this policy.

For over a century, Argentina and Mexico have shared periods of cooperation and challenge that have shaped Latin America’s development. Although the bilateral relationship has experienced fluctuations, it has been strengthened through presidential visits and strategic agreements, such as the Strategic Partnership Agreement. The economic future of both countries will largely depend on their ability to diversify export markets and strengthen their integration into the international system amid an increasingly complex global landscape.

The autor analyses Donald Trump’s foreign policy by drawing comparisons with that of Presidents Harry Truman and Richard Nixon. He proposes an original methodological approach by examining two post-Cold War historical moments when the United States similarly recalibrated its foreign policy. Both periods were characterized by a departure from liberal principles and the embrace of realpolitik as a strategy to consolidate U.S. power.

The authors propose an institutional reconfiguration focused on strengthening the articulation between ALADI, as an economic platform, and CELAC, as a political platform. This shift aims to move from a fragmented model towards a more functional one, with clearly defined goals and effective operational mechanisms. The proposal seeks to capitalise on the comparative strengths of both organisations to boost intraregional trade, improve integration into global value chains, and project a unified regional voice on the global stage.

The ratification of the Mercosur-EU Agreement would enhance Argentina’s commercial synergies and strengthen its presence on the global multilateral stage, without fully entangling it in the trade rivalry between China and the United States. For the European Union, the approval of the agreement would contribute to greater strategic and economic autonomy in its foreign policy, helping to mitigate its exposure to Sino-U.S. trade tensions.

José Antonio Sanahuja offers a theoretical framework for situating Latin America within a broader global context. The article revisits the concept of interregnum, originally used as a metaphor by Gramsci, to interpret the current systemic crisis of globalisation and the liberal international order. the author defends interregnum as an essential critical category for understanding the current global disorder and for advancing the case for a new eco-social pact as the foundation of future global governance.

In a global scenario characterized by the weakening of classical multilateralism and a crisis of legitimacy affecting institutions such as the United Nations, states have reoriented their strategies towards regionalism as a key instrument to ensure their development, security, and international projection. Regional and interregional cooperation, such as that envisioned in the Mercosur-EU Agreement, remains the most promising path for Latin America to achieve a meaningful global engagement, and to overcome its persistent marginality and dependence.

Latin America stands at a critical juncture—one that presents both challenges and opportunities within the emerging multipolar global order. The region, endowed with abundant natural resources, relative stability, and human capital, holds the potential to become a significant global actor. However, its influence remains constrained by institutional fragmentation and political polarisation. As it navigates the geopolitical triangle formed by the United States, China, and the European Union, Latin America must confront persistent structural weaknesses: the absence of regional cohesion, dependence on politicised national agendas, and difficulty articulating shared interests.

In this article, the authors introduce the concept of active non-alignment and advocate for the formal recognition of a right to non-alignment. By this, they refer to the imperative of enshrining in international law the right of countries to determine their own foreign policy orientations and development models, free from undue pressure by major powers to conform to their geopolitical preferences.

South America faces a historical paradox: while economic dependence persists—based on the export of raw materials (commodities), whose prices and demand lie beyond its control, and on reliance on foreign capital exposed to global market volatility—it has attained an unprecedented degree of political autonomy. This autonomy, he contends, stems from the region’s geopolitical irrelevance: since it is neither perceived as a threat nor valued as a strategic asset by major powers, the region enjoys the freedom to define its internal regimes without external interference. However, such autonomy does not translate into endogenous development. Geopolitical marginality also implies that the great powers do not invest in the region’s growth.

The classic paradigm of autonomy is in crisis and must be urgently rethought in light of the transformation of its four foundational pillars. At the global level, the order is no longer bipolar, but “post-Western” and “non-hegemonic,” characterized by a strategic rivalry between the United States and China. At the continental level, this creates a paradox: while a world without a dominant hegemon should open new spaces for agency, a revisionist United States has sought to reassert its sphere of influence. At the regional level, the integration project is in a “dramatic” state of “hollowing out”, which undermines the region’s capacity to act collectively. Internally, the original drivers of autonomy have been exhausted, replaced by economic reprimarisation, social polarisation, and a serious lag in scientific and technological development.

This bilingual publication is dedicated to the analysis and reflection on international relations, in dialogue with other disciplines such as political science, history, economics, and international law—all of which contribute to a deeper understanding of the global order and Argentina’s foreign policy. All contributions are grounded in a rigorous examination of their subject matter and are developed within coherent theoretical and methodological frameworks. In this way, we aim to make a meaningful contribution to the academic scholarship, foreign policy decision-making, diplomacy, and the international dimension of the corporate world. The December 2025 issue focuses on Latin America, bringing together a range of perspectives in a debate that reflects the region’s complexity.

The region stands at a pivotal juncture. Political fragmentation, economic stagnation, and a shifting international landscape—marked by technological disruption and geopolitical tensions—underscore the urgent need for collective reflection on the role Latin America both aspires to and is able to play in the global order. This issue seeks to contribute to that reflection by presenting diverse voices from across the region. By dedicating this issue to Latin America, we reaffirm our conviction that informed regional dialogue is essential to strengthening our countries’ presence on the world stage. In a world in transition, the Latin American voice—diverse, creative, and resilient— can and must claim its rightful place in the international conversation.

The week was marked by scientific sessions, cultural activities, numerous parallel events organized by civil society, and a day dedicated to businesses. It concluded on February 10 and 11 with an international summit convened by the President of the French Republic, Emmanuel Macron, and the Prime Minister of India, Narendra Modi.

The 65th Mercosur Presidents' Summit held in Montevideo will be remembered for the conclusions of the negotiations and the political agreement of the so-called EU-Mercosur Partnership Agreement, within the framework of the visit of Ursula von der Leyen, the recently reelected president of the European Commission.

Argentina is at a crucial stage of economic and political transformation, driven by two strategic processes: its accession to the Organisation for Economic Co-operation and Development (OECD) and the implementation of the trade agreement between MERCOSUR and the European Union (EU). 

The aim of this text is to share some reflections on Argentina's current international situation and on what is happening in a world in turmoil, undergoing significant changes, as well as to suggest some ideas on what Argentina should do or, more precisely, what it can do.

The prologue written by the President of the Argentine Council for International Relations (CARI), Francisco de Santibañes, introduces the inaugural issue of this publication and highlights its importance within the framework of the CARI publications programme, and the field debate of international relations as a whole.

The editorial written by Juan Pablo Laporte introduces the central theme of this issue of the publication - the role of middle powers in the international system- synthesizing the different articles that make up this magazine, linking them to the current state of the thematic debate on international middle powers.

This first edition of Asuntos Globales opens with Professor Roberto Russell’s article, “Counting Great Powers, Poles, and Middle Powers: What Are We Talking About?” In this piece, he presents a theoretical overview that reveals the inherent complexity of middle-power taxonomy, highlighting its principal epistemological strengths and weaknesses. Based on this analysis, the article posits that the role of middle powers remains indeterminate, inherently tied to their contingent frameworks of action. Furthermore, it asserts that, like any concept, middle powers must be defined and understood within the specific historical context in which they evolve. In this regard, in a world undergoing a diffusion of power, middle powers will face diverse challenges that will ultimately test the theoretical and practical validity of this taxonomy.

In “Middle Powers: A State of the Art,” Mariano Turzi examines the origins and evolution of this topic within the study of international relations from both a theoretical and historical perspective, underscoring its significance in today’s transforming international system. The article distinguishes between traditional and emerging middle powers, as well as their relationship to the concept of regional powers.

In his article, “Argentina’s ‘Reinsertion into the World’ and the Aspirational Factor within the Framework of Middle Powers," Fabián Bosoer draws on the works of Juan Carlos Puig to examine how the “deep-seated tendencies” of Argentina’s elites have historically shaped the country’s foreign policy. From this perspective, he analyzes how Argentina’s integration challenges have been redefined over time and explores the alternatives proposed to address these issues as an “aspirational factor.” This historical and theoretical journey extends to the present, assessing the key points in Argentina’s integration into the world as articulated by the current administration’s foreign policy.

In his piece, “Active Non-Alignment and Great Power Competition in Our Time,” Jorge Heine presents this theoretical approach as a viable alternative for the diplomatic positioning of middle powers on the international stage. The article aims to outline why this perspective serves as a strategic guide for action for Latin American countries and middle powers in general, within the context of a turbulent world marked by competing powers. Following a historical overview of the theory’s origins, the text proceeds to explore its practical application through cases such as Brazil and Chile, among others.

In his contribution, “Middle Powers Revisited: From Collective Waves to Hybrid Individual Entrepreneurship,” Andrew F. Cooper traces the various phases of middle power emergence globally, focusing on the resilience and relevance of the concept. He then examines how these powers have evolved over time and the roles these countries play in the international system. Through this exploration, Cooper introduces the concept of “hybridization” of middle powers and identifies the main dilemmas they face regarding their capacity for agency. The article underscores that the space for middle powers is shaped not only by the dynamics between the U.S. and China but also by their interactions with emerging institutions within the international system.

Daniel Morales Ruvalcaba’s article, “Powers in the International System: Theoretical, Technical, and Methodological Challenges for Their Study,” delves into the conceptual analysis of middle powers, outlining the theoretical, methodological, and technical challenges associated with their study. In light of this interdependent triad of challenges, the text provides a detailed examination of the specific characteristics and roles involved in identifying four types of powers within the international geostructure: global, middle, regional, and subregional. These categories are meticulously described and analyzed, culminating in the conclusion that a critical and in-depth reassessment of the theoretical concepts of middle power and national power is essential, as are a reexamination of the tools used to measure them and the methodology applied.

In his contribution, “Middle Powers in the Face of Climate Change,” Federico Merke explores the role of middle powers in addressing one of today’s most urgent international issues: environmental protection. The article argues that these countries are at a critical juncture, uniquely positioned to act as bridges in the climate crisis amid U.S.-China rivalry. In this way, middle powers assume the role of pragmatic moderators by proposing transitional models that aim to avoid extreme polarization.

In his article, “World Health Order and the Geopolitics of Pharmaceuticals,” Carlos Javier Regazzoni examines the evolution of the global health order, identifying technological competition as a central factor in the geopolitics of medicine. Within this framework, he distinguishes three primary models of technological development: the innovation-driven model, the global competition model, and the national capital-led model.

In her article, “Prospective Scenarios for Middle Powers,” Sofía del Carril outlines future pathways for this category of countries. She begins with an analysis that depicts an increasingly interdependent and complex global scenario. Setting 2050 as the horizon for considering the future of selected middle powers, she focuses on four interconnected dimensions: demographics, economy, energy, and technology.

In the article “Middle Powers, Nuclear Energy, and Development,” Rafael Mariano Grossi focuses on the role of middle powers in global nuclear energy governance and their cooperation with the International Atomic Energy Agency. The author highlights the critical importance of these technologies in addressing global challenges, such as climate change.

In his contribution, “Pulled Between the "Two Norths": The Role of Geopolitical Swing States in a Fragmented and Contested International Order,” Esteban Actis examines how these states can serve as “connectors” in a geoeconomically fragmented world. He also explores how states—and middle powers in particular—can seek alternatives between balancing and alignment through a hedging strategy. 

Leandro Dario’s contribution, “The Rise and Fall of Middle Powers: The Case of Argentina,” examines the topic through the lens of international economics, with a particular focus on Argentina. The analysis begins with the premise that one of the main challenges in the current international order is that middle powers strive to resist threats while seizing opportunities.

In his article, “Middle Powers: What Influence in a Multipolar World?”, Paul Samson argues that the role of these countries within the international system is intrinsically linked to the context in which they act, thereby significantly influencing the categorization of which nations can be classified as middle powers.

In "Middle Powers and Global Governance: The Case of the MIKTA Group," Ariel González Levaggi and Sebastián Uria Minaberrigaray explore the role of middle powers within various global governance mechanisms, centering their analysis on the case study of the MIKTA Group, composed of Mexico, Indonesia, South Korea, Turkey, and Australia. In the context of a resurgence in strategic competition among major powers and its ensuing impact on global governance, the authors examine how middle powers respond to these pressures.

In "The Antarctic Treaty System (ATS) and the Role of Middle Powers: Analysis Focused on Australia, India, and Turkey," Miryam Colacrai centers her analysis on these exemplary cases, commencing with a brief historical overview of the origins of the Antarctic Treaty to provide context for her case-specific assessments.

Federico Pinedo, in his work "Reflections on the Role of Middle Powers within the Framework of the G20," begins with an evaluative and historical analysis of the 20th century, focusing on the tension between liberal democracies and totalitarian regimes, which reached its peak during the Cold War. He frames this division as marking the emergence of middle powers on the global stage as an alternative to the bipolar world of that era.

In the article " Is There Scope for a Security Agenda within BRICS+ Amid the Rise of New Middle Powers?", Patricio Giusto explores the potential for a security agenda within this bloc against the backdrop of new, ascending middle powers. His contribution begins with a historical analysis of BRICS' formation, noting China's active role in driving this forum forward.

In “Navigating Sustainability: A Historical Analysis,” Sureyya Yigit focuses on the issue of sustainability and environmental governance, as well as the historical role middle powers have played in this process. To this end, Yigit conducts a detailed historical analysis, tracing the origins of key theoretical contributions and pivotal events in this field. The author thus provides insights into the current state of the sustainability debate that has emerged in the post-Cold War world.

In “Peripheral Leadership vs. Middle Power: Argentina and the Challenges of the Present Century,” Juan Battaleme examines which classification best applies to contemporary Argentina and what prospects it holds for the future. He argues that, while Argentina possesses certain material capabilities that allow for effective participation in some multilateral forums, it cannot yet be considered an emerging power in structural terms.

In a case study titled “Türkiye’s Role as a Middle Power,” Paulo Botta argues that in an international system undergoing reorganization, the significance of middle powers is crucial for understanding global dynamics. He posits that in the case of the Republic of Turkey, historical elements, the self-perception of its leaders, and specific foreign policy goals combine to stake a claim for a position akin to that of a middle power with ambitions to act as a global player.

In “Middle Powers and Argentine Foreign Policy,” Juan Ignacio Roccatagliata begins with the question of what constitutes a middle power and the roles such countries can play within the international order. He examines the conceptual evolution of middle powers, categorizing them based on objective characteristics, behavior, and their function in the international system.

In their article “Divided We Fall: Divisions Among Middle Powers Have Marginalized Latin America” Benjamin N. Gedan and Bryden Sandifer analyze how, despite the predominance of major powers on the international stage, middle powers are gaining an increasingly important voice in global affairs.

In Jorge Malena's contribution, “Does China Promote the Improvement or Replacement of the Current International System within the Context of Middle Powers' Positioning?”, the role of China in the current international system is examined. The author describes the Asian giant’s response to an international system shaped by Atlanticism and the structure that emerged in the 20th century, using a historical perspective. He identifies how China—particularly since Xi Jinping’s rise to power—has engaged with the “rules-based order” promoted by the West.

In the article “Middle Powers: An Appropriate Concept for Studying Latin American Countries?”, Anabella Busso examines whether this category holds theoretical and epistemological value when applied to the study of Latin America. The author begins with a detailed exploration of the conceptual development of middle powers and compiles the main concepts and indicators necessary for their analysis.

Florencia Rubiolo, in her work “India as an Asian Middle Power: Between Pragmatism and Regional Balance,” begins her analysis by examining how the country navigates between pragmatism and regional balance. This introduction sets the stage for the debate on whether India should be classified as a middle power or if it is moving closer to the status of a major global power, through an exploration of its aspirations and constraints. Rubiolo situates India’s rise within the Indo-Pacific context, positioning it as a platform for asserting its role on the international stage.

In the text “‘In Troubled Waters, Fishermen Gain’: Challenges for Mexico's Foreign Policy Amid the U.S.-China Trade War,” Priscila Magaña Huerta explores the diversification of Mexico’s foreign policy within the context of global tensions between the United States and China. She begins by noting that Mexico, amid political change and holding a strategic position in North America, occupies a place of particular importance in the U.S.-China trade conflict. The article places special emphasis on the Mexican government's response to Washington’s measures aimed at limiting Beijing’s influence in the region.

Mikhail Minakov, in “Eurasian Middle Powers in a Changing Interstate System: The Cases of Turkey and Kazakhstan,” underscores how the international power hierarchy, once considered a certainty thirty years ago, is now under review, presenting both risks and opportunities for various nations. This shifting landscape provides middle powers with greater opportunities to advance their interests on the global stage. Minakov defines what he means by a middle power through an exploration of various theoretical and methodological perspectives before focusing his analysis on the cases of Turkey and Kazakhstan.

In “The Making of a Middle Power: Iran and the Politics of Resistance,” Ezgi Uzun Teker focuses on Iran, a particularly significant middle power both regionally and globally. She approaches this through an analysis of its foreign policy, identifying the key elements Iran employs to exert influence in regional and global politics. Teker contends that Iran represents a typical case of a revisionist state in its foreign policy, challenging the assumption that possessing specific material and immaterial assets is a prerequisite for adopting such a stance, positioning itself as a nation with regional power ambitions.

The text by Yoel Guzansky, “The War in Ukraine and the Middle East,” analyzes the impact of this conflict, which has accelerated and exacerbated various pre-existing crises in the region. According to Guzansky, for Arab states, the war in Ukraine has reshaped patterns of relationships among countries and has also affected Israel. The article places particular emphasis on how the European conflict has altered global energy dynamics, with most Middle Eastern countries refraining from condemning Russia’s invasion of Ukraine to protect their national interests. The text then reviews the efforts made by the United States to shift this stance taken by Middle Eastern countries through various high-level diplomatic initiatives.

In his contribution “Brazil: What Kind of Power?”, José Humberto de Brito Cruz examines the specific case of Brazil and the debate over whether it should be classified as a middle power. He begins by emphasizing that Brazil presents a particularly complex case for classification due to its size, which sets it apart from both the middle-power category and the status of major powers. The author then analyzes a less-explored aspect of the middle power debate, focusing on the role of national identity in Brazil’s internal discourse as a factor influencing its foreign policy decisions.

Francisco Corigliano, in his article “Argentina 2025: Potential Middle Power or Emerging Power?”, seeks to address whether Argentina can establish itself as a middle power in the coming years. He begins with three premises that support this interpretation: that Argentina has been classified as a potential middle power by experts in the past, that at various points in its history, events have seemingly confirmed this potential, and that these periods of greater consolidation have been shaped by different internal and external factors.

In the text “Indonesia: The Indispensable Nation of Southeast Asia”, Mariana Alejandra Altieri examines the case of Indonesia, a middle power located in the world’s largest archipelago and a pivotal actor in the Indo-Pacific region. The article highlights that, as a strategic area, Indonesia exerts direct influence over the Strait of Malacca as well as over the other two interoceanic passages connecting the Indian and Pacific Oceans. Moreover, this country has managed to establish itself as a point of reference in balancing the interests of the U.S. and China.

The contribution by Molly E. Miller and Carol Wise, “The Role of Middle Powers as Local Policy Innovators: The Case of Curitiba, Brazil,” underscores the significance and role of middle powers, tracing their historical origins as “buffers” during the East-West conflict. The authors note that since the 1990s, the range and type of indicators used to categorize middle powers have expanded, enabling analyses of cases such as Brazil, which is the focus of this article. From this perspective, the text seeks to identify the characteristics that allow this country to be categorized as a middle power by focusing on local public policy innovation, providing a fresh approach to this field of study.

Samir Saran and Anushree Kaushal, in the article “The Global South at the Helm of a New Era: India Shows the Way,” examine India’s role as a leading actor in a Global South that is embarking on a new era. They argue that India has moved beyond the middle power category, evolving into a nation that has achieved substantial economic growth and human development, thus positioning itself as a “guiding star” for countries of the Global South. To illustrate this trajectory, the article offers an in-depth analysis of various initiatives that have propelled India to its current global standing, encompassing both domestic policies and participation in multilateral forums such as the G20, BRICS, and the QUAD.

Finally, the article by Shantesh Kumar Singh and Ravi Shankar Raj, “India-Argentina Relations as Middle Powers: A Soft Power Perspective,” examines the nature of the bilateral relationship between India and Argentina. The authors characterize both nations as middle powers striving to maximize their diplomatic impact through the use of soft power. The article begins with a historical analysis of their shared past, emphasizing how soft power has become a core component of their global influence, particularly through the export of their cultures.

The epilogue of this magazine, written by Christian Asinelli, frames the work of the issue as essential for solving the major challenges the world will face in the 21st century. To which the author sustains that multilateralism, Integration and global governance will be essential pathways for middle powers to integrate in the search for effective solutions to the problems of the future.

Africa, a continent of 30 million km², 54 countries, and an approximate population of 1.4 billion people, comprises 5 subregions within the 22 subregions recognized by the UN: North Africa or Maghreb (5 countries), West Africa (16 countries), East Africa (18 countries), Central Africa (10 countries), and Southern Africa (5 countries). These subregions exhibit immense ethnic, cultural, social, and religious diversity, as well as distinct colonial histories.

En sesión plenaria, el 1 y el 2 de marzo se trató en la Asamblea General de las Naciones Unidas la condena a Rusia por la invasión a Ucrania. Sorprendentemente, o quizás no tanto, 17 estados africanos se abstuvieron al votar mientras que 8 se ausentaron de la sesión. Por su parte, Eritrea votó en contra.

Nos complace hacerles llegar el vigésimo número del Boletín Informativo del Instituto de Derecho Internacional del CARI, en el que encontrarán las cuestiones más relevantes relacionadas con el derecho internacional de estos últimos meses. 

El 8 de agosto de 1967 los Ministros de Relaciones Exteriores de Filipinas, Indonesia, Malasia Tailandia, y Singapur se reunieron en Bangkok con el objetivo de crear una organización que no sólo permitiera el crecimiento económico y el progreso social, sino también la protección de la paz y la estabilidad de la región del Sudeste Asiático.

El presente estudio tratará de analizar la actual crisis del Medio Oriente desde una perspectiva argentina.

In 2016, Ireland and Argentina commemorated two historical milestones.  In the case of Argentina, it was the bicentenary of the country´s declaration of independence in Tucuman in July 1816.  In Ireland in 2016, we commemorated the Easter Rising of 1916, which was the decisive moment in the struggle for Irish independence, and the foundation of the new Irish state some years later.
